Repair Metrics Format Negotiation

The current response header we use ProtocolVersionHeader = "X-Prometheus-API-Version" should be dropped in favor of MIME. This should be done for correctness of the HTTP application-level negotiation between clients and servers, not for proxy support.

Use MIME parameters per http://tools.ietf.org/html/rfc2045#page-12 would probably be far more correct.

Content-Type: application/json; protocol=prometheus_telemetry; version=0.0.2
