Queries are run against not-yet-ready storage #3258

At commit 5fad671 (which is where I currently canary for the 1.8.0 release), the now early start of the HTTP server allows to query Prometheus before the storage is read. That wreaks havoc and is obviously a blocker for the release.

I'm working on a fix.
