Add console template function to list console template templates

Having every exporter's console templates in the main prometheus repo isn't scalable, we'll have to limit that down (likely just the core node_exporter/pushgateway/alertmanager/prometheus so that there's something there for a new user to see). This leaves the question of how other exporters can get their example consoles into the menus and table.

What I'm thinking that you'll drop in a file into console_libraries, with templates following a naming convention. With a function to list all templates, we can filter that and then call them.

Console templates usage didn't develop to the extent I'd hoped, and noone has requested this so I think we can drop this particular idea.
