LTComm 1.0

This is the first full release of LTComm for talking with the PSAS launch tower computer. 1.0 includes a real attempt to document things, and we expect it is bug free enough that it will launch the rocket when we want it to and not launch the rocket when we don't want it to.

This release still relies on the Phidgets webservice, which will be replaced in v1.1.
