0.14.4 source distribution is missing tests

The source distribution for 0.14.4 release is missing test files. It seems that the code intended to include them is only including an empty tests directory.

Hey @mgorny, thanks for the report. #397 should fix this; I confirmed locally that the sdist now contains tests with that change.
