When clicking apply, log shows ARP resolution failure sometimes

At the moment, when clicking Apply, we resolve neighbors before pre-building the packets.

However, there is no waiting time between the two - adding a 500ms or 1000ms wait time will hopefully avoid a lot of these failures.

Till this is changed, please click on resolve neighbors after the apply to work around this.
