There is this entry:

Lines 21 to 22 in 69ad411

- Add :ref:`raw-query-cursors` to execute queries using placeholders in
PostgreSQL format (`$1`, `$2`...) (:ticket:`#560`).

It just references #560, which has most of the changeset. I will add a reference to this MR too for completeness.
