Add monitoring of app distribution tasks from client-managed Qlik Sense to QS cloud

Client-managed Qlik Sense can send apps to Qlik Sense cloud.
This is done via distribution tasks, similar to reload tasks and external program tasks.

Add monitoring of distribution tasks.
Preferably both successful and failed distribution attempts should be tracked, with options to enable only one of them if needed.

Start with the most commonly used alert destinations:

• InfluxDB
• email

Additional ones can be added later:

• Teams
• Slack
• MQTT
• Webhook
• New Relic
• Signl4

Failed distribution tasks show up in two places in the logs:

1. C:\ProgramData\Qlik\Sense\Log\Scheduler\System<hostname>_Service_Scheduler.txt
2. C:\ProgramData\Qlik\Sense\Log\Scheduler\Audit<hostname>_AuditActivity_Scheduler.txt

1 only includes an ERROR entry for the failed task, while 2 includes entries for all steps in the task's life.
There seem to be nothing in other log files (using info level logging across the board) about the failed distribution task.

Reload tasks and distribution tasks show up in both 1 and 2, so no matter which option is used, Butler will have to query the QRS to determine what kind of task it is that has failed.
