Publish would fail with RPM because sqliterepo_c is not looking in the scratch directory

This seems to cause issues with syncing, but fixes publishing, added comment to ticket |

@daberkow Thanks for the patch, but I am unable to reproduce the problem it is supposed to fix. Please comment on the issue and provide more information about your environment and what makes it different. |

I am closing this PR because the issue was also closed. I could not reproduce the problem. |
