Install fails on RHEL without this in place.

Hi @mmyer2 Unfortunatley, each commit needs to have [noissue]. And this change is best as 1 commit.

If you are unfamiliar, these git rebase instructions should work from your master branch: (assuming origin is pulp/pulp_rpm_prerequisities):
git fetch origin
git rebase --interactive origin/master
git push --force
