The puppetserver gem cli commands are particularly slow as they start a JVM.
Instead, for the list command, use the rubygems library from the puppet ruby,
setting the GEM_HOME and GEM_PATH to the values in the puppetserver conf file.

This commit also corrects various rubocop issues, and syncs applicable changes
made to the parent gem provider since this provider was copied from it.

Swap require hocon with confine feature hocon.

update acceptance tests, adding 'list' test

Without this change Kafo-based installers need to be forced to load this module
with --skip-puppet-version-check. Other software that parses version
requirements in metadata.json may have similar issues.

Add vendor_gems path established by PA-1894 / SERVER-2133.
Clarify comments.

Clear additional rubocop issues.
Issues that remain are from the upstream/parent gem provider.

Support PE 2016.4.x where gem-path is not a key in pe-puppet-server.conf

Resolve rubocop issues caudsed by updating from gem provider.
Remaining issues would require more significant changes.

Use a different gem since the provider now defines `confine :feature => :hocon`
