Puppet agent install task should support stopping the puppet agent service #1204

Use Case

Often when setting up a target for bolt users want to install the agent package but make sure the puppet-agent itself isn't running.

Describe the Solution You Would Like

The puppet_agent::install task should have an option to stop and disable the puppet service after installing it.

Describe Alternatives You've Considered

Writing a plan: This is not compatible with having a single task to use for puppet_library though.
