Update README to use Bolt Projects

Prior to this commit, the configure_master step would fail if the
primary agent cert had also expired.  This commit adds a check for this
cert's expiration and an option to regenerate it.  This is done by
deleting the pem encoded cert and keys.

Prior to this commit, the task would only check for an already expired
cert.  This commit checks for whether it will expire within 3 months and
produces a warning.  It also references the flag to regen the cert.

Add option to regenerate the primary agent cert.

Updated the readme file to include "How to Report an issue or contribute to the module" section (SUP-2376)

Prior to this commit, this repo was using older versions of pdk template
files.  This commit updates them to 2.1.0, which has the effect of
changing the main branch in .travis.yml from "master" to "main"

Prior to this commit, the auto release workflow would always result in a
commit and PR. This commit updates the logic to only make the PR if the
changelog is updated.

Prior to this commit, regenerating the primary cert would fail on 2021
because it did not delete the signed cert from the new cadir.  This
commit fixes this by adding the ssldir and cadir to an array and passing
that to find.
