(BUILD-17) Add support for Debian 9 i386 and amd64 #941

Debian 9.0 is currently in alpha, but these changes can be used to
generate puppet agents for both of the x86 architectures. Additionally,
building this agent no longer requires packages from pl-build-tools,
and uses the distro provided gcc, boost, and libyaml-cpp packages.

It blends, and I've smoke tested the agents with simple puppet manifests that exercise the file resource and verified puppet --version works.
