  2. (maint) Update to PDK 1.6.1 

    Prior to this commit the gems were not correctly being installed and
there was a rubocop error. This commit updates the PDK to 1.6.1 to
rectify the issue and install the gems correctly.

  3. (maint) Update fixtures to latest 

    Prior to this commit, spec tests were failing because the length
function was not found in puppet 4.x. This commit updates the fixtures
to satisfy the requirements.
