Prior to this commit, the local viewer was failing during the start of influxdb. This commit adds a cgroup mapping into the container so that systemd can read the cgroups.
This commit adds docker run options to the pr and nightly workflows to allow the docker provisioner to pass the cgroup mount.
Prior to this commit, influxdb was failing to start because of a new requirement on curl. This commit adds that package to the debian docker nodes.
