Document parameters for internal repositories
Add dashboard and script for v2 system metrics
Version 7 of the metrics collector introduced a new format for system_cpu metrics, which it repurposes for all sar related metrics. This commit adds a dashboard for it, an option for which version of the dashboard to manage, and an import script for the new metrics.

This commit adds the config needed to collect PCP broker service metrics from compilers. It also removes some spurious queries from some of the Grafana panels. Not sure how those ended up there or what effect they're having, but they aren't needed.
