This adds a few specs to make sure that source defaults to nil
which uses whatever chocolatey uses by default. This checks that
it will accept local paths and http locations. It also ensures that
when specified, it is used with install and update.

If the Environment variables are set for puppet/facter/hiera,
use them instead of installing the gems for those. This is helpful
for those that work on those code bases and don't want to
constantly have to struggle with deleting facter gem when working
on the code base (facter is a special snowflake when it comes to
looking for facts along the loadpath and makes having it installed
impossible to update the code reliably).

Remove findstr references as they are no longer necessary with
list command.

This removes the package "Reading" that shows up incorrectly when
parsing chocolatey output

chocolatey 0.9.8.24 comes with new installation path -
C:\ProgramData\chocolatey. When you install this version of chocolatey
and use the provider in the same puppet run you will get an error
message saying that the provider is not functional on this host.

This change addresses the issue by checking if the new installation path
is present. If it is not it defaults to the new installation path. The check for legacy path is to
avoid breaking the provider for hosts running older versions of chocolatey.
