  1. (GH-71) version uses upgrade instead of install 

    When ensure => "$version", Puppet will always call install. In cases of
when a version is already installed, we should ensure that choco is
called with upgrade.

  2. (GH-95) Implement holdable 

    Choco 0.9.9+ has had the ability to pin packages, so it would be good
to implement holdable. This allows `ensure => held` to keep a package
at a particular version.
