[IAC-1730] - allow dropsonde to use other schedule services #16

In order to have Dropsonde packaged up with puppet server, we need to be able to use scheduler service from puppet server instead of using the cron provider from the host.
With this approach, we avoid altering customers' and users' machines to install a cron provider. We have no guarantee that users have installed a cron provider by default.
