Since I needed the hashlimit-module and found that there are a few other people looking for this (https://tickets.puppetlabs.com/browse/MODULES-1805), I added the hashlimit-Module with the needed features. I also tried to create an acceptance-test (hashlimit_spec.rb), which passes the test and updated the README.
If more changes are needed, please let me know.
