Prior to this change, the first example in the readme me would always
fail. The example failed to either delete or disable the default website
'Default Web Site' that is created when installing the IIS feature.
Another approach might have been to bind the 'minimal' site to another
port, but that could have made the example more in depth into IIS
concepts than needed for the very first example.

(MAINT) Fix Readme Example

This commit updates the .sync.yml in preparation for the module to be converted
to PDK format.

This commit converts the module to PDK format.  There are no code or test
changes as part of this conversion.  Note that rubocop testing is effectively
disabled and will be rectified in further pull requests.

This commit standardizes the format of the project
CHANGELOG file to follow that of the Keep A Changelog
(KAC) project.
