Appveyor failure is just a remnant of the now removed appveyor tests and can be ignored

          [puppet] Drop translate Puppet module

The officially supported 'puppetlabs-translate' module was included to
satisfy the 'puppetlabs-inifile' module dependency, see: 1bb7310

This dependency no longer exists as of 'puppetlabs-inifile' v5.0.1, see:
* https://github.com/puppetlabs/puppetlabs-inifile/blob/main/CHANGELOG.md
* puppetlabs/puppetlabs-inifile#442

The 'puppetlabs-translate' module is officially marked as deprecated
since March 19th 2021:
https://forge.puppet.com/modules/puppetlabs/translate

This commit signals the removal of its inclusion in the Roles & Profiles
pattern within this Git repository.
