Update README to use new puppet/kubetool image #38

Previous to this PR, the README's setup instructions instructed users to either
install all of the dependencies for the kubetool in order to run it, or to
build a Docker image using the Dockerfile in this repository.

This PR instructs the users to just use docker run with the new
puppet/kubetool image in Docker Hub.
