The PE tests are failing in an expected way so id be happy for a reviewer to merge despite this if all other quality indicators a pass muster! |

This commit adds bash task helper has a dependency
updates the Puppet workflows
adds deps for the PE workflows
The aim of this pull it to allow an environment where acceptance tests can be written and modified to run on both PE and Opensource
I mostly expect failures in the PE workflows from this commit, however they are currently not running at all
