remove pup_event_ipc binaries (#1128)

this is the way to know how many people care about pup_event_ipc due to the obscure nature of the app, and possible future deprecation of the pup_event_frontend_d binary, it will take at least 10 complaints by 10 different people to restore this app by reverting this commit
