pybuilder does not support python3.8

I am one of the early adopter kind of people and I have recently migrated to python3.8 very soon after I heard the release was out there
And then somehow I was introduced to pybuilder, which is incompatible with python3.8

ERROR: Package 'pybuilder' requires a different Python: 3.8.0 not in '!=3.0,!=3.1,!=3.2,<3.7,>=2.6'

So I'm opening this issue for a notice of considering to move toward python3.8

This is being worked on in #648

This is fixed in #648 in master and will be released in 0.12.0
