Make black the official linter for Cookiecutter Django #1601

I want to move us to using black, the uncompromising Python code linter.

We use pyflakes and pycodestyle to check our coding style.

  • What is the expected behavior?

Perfectly formatted code according to

  • What is the motivation / use case for changing the behavior?

I want more consistent code across the project

Once this is done, we need to add the black badge per:
