deprecation warning for case_insensitive on BaseSettings config #885

This is just adding a deprecation warning and use the value of case_insensitive which was removed on #721.


  • Unit tests for the changes exist
  • Tests pass on CI and coverage remains at 100%
  • changes/<pull request or issue id>-<github username>.md file added describing change
    (see changes/ for details)
