Update lexer for the Chapel programming language #1423

This change adds a new keyword, import, to the list of keywords.

It also updates the website link at the top of the class, as it is a few
years out of date - the old link will redirect to the new one, but we should
still use the new one instead.

While the old link still redirects to the new one, it's better to just have the
new link (we've been using this link for a few years now so it's not actually
that new, but still).

This was not intentional, the label was a reminder to get back to it. No idea what went wrong here :)
