Escaping % sign (e.g. %20) breaks links with white space #28

On all links that lead to the "Getting Help" tab/page either produce a "#Getting%25%20Help" anchor (note the %25) or simply don't work (in pyjd). Affected browsers: FF/Linux+Win7, Safari/iPad; (Chrome 16, Opera 11, IE 9 work fine)

What steps will reproduce the problem?
1. Go to
2. Scroll down, click on "mailing list" (a link)

What is the expected output? What do you see instead?

Please use labels and text to provide additional information.
Affected browsers: Firefox, Safari
Partially affected browsers: Firefox (v10/Ubuntu, v6/Win7) with odd behavior: address is wrong but tab switch works
Works with: IE 9 (Win7), Opera 11 (Ubuntu)
