UnicodeDecodeError if no arguments given #1607

When you invoke pip withoud any command, or with the help command, at least on my system, i get this:

UnicodeDecodeError: 'ascii' codec can't decode byte 0xe1 in position 1213: ordinal not in range(128)
Note that the 0xe1 character is probably in the path of the current user's profile.
Happens on python 2.7.6, pip 1.5.4, windows 7 64-bit pro, python is 32 bit.

This should no longer be a problem in the next version of pip.
