Right now we're just using the bundled CA Bundle that comes with pip, however it would be nice if we could try to use the OS CA Bundle if one exists in a form that we can consume. One of the most common patches against pip/requests in downstream is this so a lot of people are going to be doing this anyways. Perhaps with a flag to force it one way or another?

In downstream distributions we patch requests/certs.py::where() to return the proper path for the distribution. In upstream pip you'd probably have to monkeypatch that function.
