git: can't find tag pointing to same commit as origin/master #283

I have a tag 0.3.0 pointing to the same commit as origin/master. I try to install using pip install -e git+https://blah@0.3.0#egg=blah and get the following warning:
Could not find a tag or branch '0.3.0', assuming commit.

Code that checks rev options builds a dictionary containing (commit, revision or tag) values:

https://github.com/pypa/pip/blob/develop/pip/vcs/git.py#L70-71

Because the commit (key) is the same, value returned by get_tag_revs {commit: '0.3.0'} is overwritten by value returned by get_branch_revs {commit: 'origin/master'}.

Hugo I notice you've taken this, I've some ideas about making some general improvements (tests, code cleanup) in this area of the codebase - if you aren't actively working on it do you mind assigning it to me?

Hi Paul,

I already did some tests and changed lots of code here. Let's chat about ideas on #pip @ freenode.
