can't uninstall --user "develop" install #494

pip install --user -e /some_project
...this is successful...
pip uninstall some_project
Uninstalling some_project:
Proceed (y/n)?

it seems to act like it's doing something, but presents no paths to delete and asks to proceed.
it does not successfully do anything if you say yes.

There's two separate issues here. One is, why can't pip find any files to uninstall? Debugging that would probably involve sticking an import pdb; pdb.set_trace() near the top of InstallRequirement.uninstall() and stepping through to see where things go awry. Let's keep this issue focused on that.

The second issue I've filed as #501.

I have fixes for these recent --user bugs I logged. I keep getting closer to actually submitting a pull request. it's such a major change though, and testing it all is problematic, since pip's test "framework" uses virtualenvs... kind of a catch22 situation.
