Not sure whether this is a bug.
What is the right way? Or is there any workaround?

Pip depends on and requires setuptools. Is setuptools installed in your Python? What do you get from python -c "import setuptools"?

@photonxp

In my case, the strange thing is that pip tries to uninstall setuptools and then tries to install it again, as the message showed above

As far as I can tell this is an ancient bug that is no longer valid. If you're still getting this error please recomment and we can reopen.
