add recent history #35

I think there are a few bits of recent (the last few months) history that belong in https://www.pypa.io/en/latest/history/ -- maybe 10-15 minutes of skimming https://mail.python.org/mm3/archives/list/distutils-sig@python.org/ would probably be enough for gathering it up. Mentioning @dwalkerbeta in case this would be a welcome followup to pypa/packaging.python.org#474 .
