Downloading setuptools 0.9.7 raised 404 on PyPI

But only from certain hosts. This looks like the same CDN issues behind #45 and #39.

We can download https://pypi.python.org/packages/source/s/setuptools/setuptools-0.9.7.tar.gz from our local machines, but not from https://circleci.com's build servers. It looks like a CDN issue: it works to download from 199.27.77.185 but not 199.27.72.184.

There's nothing setuptools can do (afaik) to address this issue, but it has been filed upstream as PyPI #39.
