virtualenv should ignore "prefix" in .pydistutils.cfg #88

Reported on Launchpad at https://bugs.launchpad.net/virtualenv/+bug/368244:

I have a .pydistutils.cfg that contains:

zip_ok = False
prefix = /usr/local

This is not ignored when inside a vitualenv session. easy_install package sends it to /usr/local/lib/...

Other preferences in .pydistutils.cfg should be respected, only prefix arguably should be ignored inside a virtualenv. And I'm not even sure that should be ignored...

The problem is that there is one user configuration file used by all Pythons, whether installed by the system, locally (/usr/local or /opt) or per-user (under ~). It can be argued that Pythons in virtualenvs are different and should not read that file, or only options that have an impact on paths. Using an explicit option for that or not is another question.
