Admin functionality to delete a single release, or single file.

What's the problem this feature will solve?
Occasionally we need to delete individual releases, but not the entire project, or an individual file, but not the entire release (e.g., in the event that a project has been compromised).

Describe the solution you'd like
Functionality in the admin UI to delete a release, provide a reason why the release was deleted, and have that reason included in a notification email sent to the maintainers of the project.
