'module' object has no attribute 'spawnlp' #26

Windows support seems to be broken due to the usage of os.spawnlp:

http://docs.python.org/2/library/os.html#os.spawnlp:

# update Django from 1.4.1 to 1.4.3
pip -q install --no-deps -i http://pypi.python.org/simple -d D:\hackable-pypi\_data Django==1.4.3
