Downloading is not interrupted by Ctrl + C

Describe the bug
Ctrl + C stops the process, but not BITS.

To Reproduce
Steps to reproduce the behavior:

1. pymanager install 3.13 --update
2. Ctrl + C
3. Open Task Manager, the Background Intelligent Transfer Service is still working to download file.

Expected behavior
I think Ctrl + C interrupts the download process. Is it by design that not being interrupted?
