HELION_PRINT_REPRO=1 should print different config depending on error scenario

When HELION_PRINT_REPRO=1:

• If the autotuner fails at running default config, we should print the Helion kernel with that exact default config.
• Otherwise, whenever autotuner needs to log a bad Triton kernel to stderr, we will also print the Helion kernel with the bad config.
