Expired SSL breaking CI builds

The SSL certificate is expired causing this error:

Could not fetch URL https://download.pytorch.org/whl/cpu/torchvision/: There was a problem confirming the ssl certificate: HTTPSConnectionPool(host='download.pytorch.org', port=443): Max retries exceeded with url: /whl/cpu/torchvision/ (Caused by SSLError(SSLCertVerificationError(1, '[SSL: CERTIFICATE_VERIFY_FAILED] certificate verify failed: certificate has expired (_ssl.c:1133)'))) - skipping

this is a workaround that helped me

pip install --trusted-host pypi.org --trusted-host pypi.python.org --trusted-host files.pythonhosted.org --trusted-host download.pytorch.org

Seems to be resolved now
