LC_ALL=C + python3 → UnicodeDecodeError #7

When I run setup.py with Python 3 and with C locale, I get UnicodeDecodeError exception:

$ LC_ALL=C python3 setup.py
Traceback (most recent call last):
  File "setup.py", line 10, in <module>
    long_description = open('README.rst').read() + open('CHANGES.rst').read(),
  File "/usr/lib/python3.2/encodings/ascii.py", line 26, in decode
    return codecs.ascii_decode(input, self.errors)[0]
UnicodeDecodeError: 'ascii' codec can't decode byte 0xc3 in position 1551: ordinal not in range(128)

Thanks for this! Tests are failing in py32-locale environment though; I suspect that's a pip bug, but didn't dig into it. I'll leave this ticket open until tests pass.

Thanks for the fix. Previously, I got the UnicodeDecodeError as well when trying to easy_install a binary for DAWG (created with setup.py bdist_wininst) on Windows with Python 2.7, due to a bug in distribute.
