Descrepency between Queue and BT_Backup #10447

Please provide the following information

qBittorrent version and Operating System

4.1.5 and Latest from Master, v4.2.0alpha

Ubuntu is 18.04.2 LTS (GNU/Linux 4.15.0-46-generic x86_64)

If on linux, libtorrent and Qt version

Qt: | 5.9.5
Libtorrent: | 1.1.11.0
Boost: | 1.65.1
OpenSSL: | 1.1.0g

What is the problem

When I delete a torrent from my queue, the .local/share/data/qBittorrent/BT_backup/queue file is not immediately updated. This discrepancy seems to sometimes confuse qBitTorrent on restart causing my queue to be the wrong size and not grab all of the torrent files as well and add them to my Q

What is the expected behavior

I expect the torrent hash should be deleted as well and the queue file be saved again to maintain state. The Queue file appears to be stored when qBT is shutdown.

BUT I would also expect that my Queue file ( persisting Q order state ) would be updated if BT_backup files exist with hashes not in the Queue file.
