Deluge has this.

You can set a global upload rate limit but, what I would like to see is, a per torrent upload rate limit (in the preferences so I don't have to do it every time I add new torrents).

With the global: Putting aside available leechers and their download speeds, if I set it up 10 MB/s, torrent A can potentially take 9 MB/s while torrent B takes only 1 MB/s.

With per torrent: I set the per torrent to 5 MB/s. Now torrent A or torrent B can't go over 5 MB/s.

It should also be able to be used with the global upload limit:
Global rate: 10 MB/s, per torrent rate 2 MB/s.
So even if you have 6 torrents seeding, the global never goes above 10 MB/s.

Thank you! I would greatly appreciate this feature.

It sounds like what you really want is upload balancing between torrents, no?

Yeah, pretty much. But I figure it's much simpler to implement a per torrent upload limit as it would just automatically set the upload limit on the torrents.
