The On Downloads Complete only has options to shutdown or hibernate/suspend the system. I would really like the option to reboot the system instead.

What purpose would that serve? Think about how it could serve potentially many people, if you say some niche reason it's not going to happen. I'm saying this because i can't possibly think of a reason to systematically reboot a system when torrents finished downloading.

Most of the time I will start downloads before going off to work. Instead of leaving the VPN connected all day, I will periodically remote desktop in and issue a reboot if the downloads are done. This effectively re-locks the system and turns off the VPN connection. I'm not sure how niche this would be considered, but I used to use the reboot option in uTorrent frequently, I can't imagine I'm the only one that would have a use for it.

Maybe a new feature of "Run shell command on completion" would help your use case. Such a feature would also help if user would like to perform extra operations such as move storage, delete unwanted fragments, etc.
