IP Address to report to trackers doesn't seem to work #10806

Please provide the following information

qBittorrent version and Operating System

4.1.6, Win10 1803

What is the problem

I'm using a proxy and I use the option "IP Address to report to trackers" to report my actual WAN IP to the tracker so other peers can connect to me and leech from me.

What is the expected behavior

For the option "IP Adress to report to trackers" to actually work when using a proxy to connect to a private tracker.

Steps to reproduce

Join a private tracker,
Get a SOCKS5 proxy,
Add your WAN IP address in the Advanced options, "IP Address to report to trackers"
Add your proxy server in the settings of qbittorrent.
The tracker will still report your proxy IP as your IP instead of the IP that you set int settings.

Depending on the tracker software, your site might not accept the announce_ip config sent via the &ip= param

I just tested on 4.1.5, Win10 1803, and the setting worked fine
