Please provide the following information

qBittorrent version and Operating System

QB 4.1.6. Windows 7

If on linux, libtorrent and Qt version

What is the problem

Files within a torrent tend to complete at the same rate and partially completed files are no use to anyone.

What is the expected behaviour

For files within a single torrent that have equal priority, priority should be given to those files that are nearest to completion - nearest means with the smallest amount still to download.

Steps to reproduce

Any multiple file torrent

Extra info(if any)

A torrent may contain multiple independent files (eg a collection of documents) . Where this is the case, completed files are vastly more valuable that incomplete files. Where the files are not independent - e.g. files required to install software - , priority at this level adds no value (but does no harm) since the contents are useless until all files are downloaded.

So it makes sense to set the lowest (i.e. after any user set priorities) criterion for priority to completing individual files. No GUI work is required (except maybe an option to select this)
